1. Introduction

The Lac Courte Oreilles Band of Lake Superior Chippewa Indians (LCO) is a federally recognized tribe located near Hayward, WI, which is requesting proposals from graphic designers concerning Ojibwe Woodland Floral Design Assets.

2. Statement of Work

This RFP is issued to solicit qualified graphic designers capable of creating Ojibwe Woodland Floral Design Assets.

Ojibwe Woodland Floral Design Assets are intended to be developed for use across Tribal communications. The goal of this project is to develop versatile visual elements that can be consistently applied to print and digital materials while reflecting traditional Anishinaabe culture and design traditions.

3.  RFP Objective

The purpose of this project is to develop a cohesive and culturally grounded collection of traditional Ojibwe woodland floral design assets that can be used consistently across Lac Courte Oreilles Tribal Government communications. These assets will help establish a recognizable visual style that reflects traditional Anishinaabe identity while enhancing the overall quality, professionalism, and cultural integrity of Tribal materials.

The selected graphic designer will create artwork inspired by traditional Ojibwe woodland floral aesthetics, interpreted in a contemporary and original manner suitable for modern print and digital applications. Designs should be flexible, reusable, and adaptable for use by multiple departments across a wide range of formats without losing visual consistency.

This project is intended to provide long‑term design resources for the Tribe, supporting visual storytelling in newsletters, flyers, social media, presentations, websites, and other communications while honoring cultural traditions and community values.

4. Scope of Work
The selected graphic designer will develop a cohesive collection of original, reusable traditional Ojibwe woodland floral design assets, including:

  • Background designs suitable for print and digital use

  • Decorative assets such as borders, frames, overlays, icons, and accents

  • Standalone floral motifs and repeating patterns

  • Design variations that allow flexible use across formats while maintaining visual consistency

All designs must be inspired by traditional Ojibwe woodland floral styles while remaining original works created specifically for this project. 

5. Deliverables

Final artwork delivered in high‑resolution source files, such as:

  • Adobe Illustrator (.ai), and/or
  • Adobe Photoshop (.psd)
  • Files suitable for use in newsletters, social media, websites, flyers, presentations, and promotional materials
  • Ownership and full usage rights granted to the Lac Courte Oreilles Tribal Government

7. Evaluation Process/Selection Criteria

The Lac Courte Oreilles Band of Lake Superior Chippewa Indians is not responsible for any costs associated with preparing the RFP response or presenting any on-site proposal. The following is a general description of how the evaluation process will work.

A graphic designer will be selected pursuant to the following criteria:

  • Artistic quality of design approach and samples

  • Cultural competency, sensitivity, and relevance

  • Graphic designer qualifications and experience

  • Cost and overall value of deliverables

  • Alignment with the project goals

  • Tribal member preference applies


8. Questions

Any technical or process-related questions that the vendor may have pertaining to the contents of the RFP should be submitted by e-mail by the date indicated in the RFP Schedule of Events and addressed to the designated representative.

The questions submitted by all vendors and responses to these questions will be distributed to all responding vendors.

9. RFP Responses

 Notice of Intent to Submit

Responses to this RFP are asked to notify the Tribal Representative listed in this RFP via email by the due date listed in the Schedule of Deadlines Section of this RFP. The intent to submit notification is simply a courtesy to help anticipate the level of effort required in reviewing responses. Failure to submit a notice of intent does not exclude a vendor from submitting a proposal.

The response documents should include in electronic format:

  • Proposed solution to RFP

  • Detailed technical requirements

  • Costs

All responses will be reviewed by LCO representatives and evaluated for suitability. LCO, at its sole discretion, reserves the right to accept or reject any RFP proposal.

10. Graphic Designer Presentation and Demonstration

Selected graphic designers will be invited to provide an initial design presentation. This presentation will be done in person when possible, or remotely via Teams. It will be limited to 15 minutes and will be an opportunity to showcase the graphic designer’s unique design and approach. Representatives from all tribal entities will be in attendance for the presentation. Selected graphic designers may be invited to present a second demonstration and a revised proposal based on a more refined RFP and do so on-site with topics of special interest to the project team to help guide the design demonstration.


11.Final Selection Process

A final selection will be made based on the design’s suitability to the needs of the project, the graphic designer’s design management method, support capability, and cost.

12. Contract Negotiation

Once the graphic designer has been selected, LCO, a federally recognized tribe, will request that the graphic designer intending to do business with LCO to participate in a contract negotiation process subject to the following requirements.

Governing Law, Consent to Tribal Court Jurisdiction, Sovereign Rights:

The contract shall be required to be governed by and interpreted pursuant to LCO Tribal Law without regard to conflicts of laws rules. The LCO Tribal Court shall have personal and subject matter jurisdiction over the graphic designer, as well as exclusive jurisdiction over any dispute that may arise between the parties. All graphic designers responding to this RFP acknowledge that LCO will not agree to arbitration in any contract between the parties. In entering into a contract, LCO does not waive any of its inherent sovereign rights.

Sales and Use Tax Exemption:

LCO is exempt from sales and use tax as a federally recognized tribe. As a matter of federal law, no Wisconsin State or county sales and use tax may be imposed on any contract or purchase made by the Tribe.

Intellectual Property Rights:

LCO is, and will remain, the sole and exclusive owner of all rights, title, and interest in and to all materials created by the graphic designer in relation to this RFP and the deliverable(s) listed above. Graphic designer warrants to LCO that all designs and deliverables provided to LCO do not infringe upon the right of any third party, and that the graphic designer shall indemnify LCO against any third-party IP claims.

Confidentiality:

Graphic designer acknowledges that it may have access to confidential and proprietary information of LCO during the term of any contract between the parties and agrees to treat all information as confidential, and to not disclose such to any third-party without the prior written consent of LCO

This RFP is issued to solicit qualified respondents capable of creating a Tribal Visitor’s Guide. The Tribal Visitor’s Guide is intended to be created as an informational brochure for visitors and tribal members and is desired to help navigate the Lac Courte Oreilles tribal community, access key tribal offices, entities, services, and points of interest.

3.  RFP Objective

The Tribe seeks a final product which shall consist of a tri-fold brochure designed for print and digital use, that shall include the following:

Cost Sheets/Proposals/Quotes: Information to understand the detailed costs and cost models of the vendor proposed solutions. Marketing and Product Technical Specifications: Standard marketing and product materials showcasing the product suite.

All responses will be reviewed by LCO representatives and evaluated for suitability. LCO, at its sole discretion, reserves the right to accept or reject any RFP proposal.

10. Vendor Product Presentation and Demonstration
Selected vendors will be invited to provide an initial product presentation. This presentation will be done in person when possible, or remotely via Teams. It will be limited to 40 minutes and will be an opportunity to showcase the vendor’s unique product and approach. Representatives from all tribal entities will be in attendance for the presentation. Selected vendors may be invited to present a second demonstration and a revised proposal based on a more refined RFP and do so on-site with topics of special interest to the project team to help guide the product demonstration.

11. Final Selection Process

A final selection will be made based on the product’s suitability to the LCO environment, the vendor’s product management method, support capability, and cost.

12. Contract Negotiation

Objective: The purpose of this RFP is to engage youth baseball coaches to oversee all aspects of team management for the 2026 Little League and Babe Ruth season. The contractor will be responsible for conducting organized practices, managing in-game strategies, fostering a love for the game, and prioritizing the safety and well-being of all participants in compliance with local league and national Little League guidelines. We are seeking a coach for Little League and Babe Ruth (dependent on numbers of youth signups.)

Scope of Work Seeking:

  1. Responsibilities of Head Coaches:
    • Attend league development and coordination meetings including assisting with scheduling of games.

    • Overall team leadership and accountability

    • Teach and demonstrate good sportsmanship by respecting the rules, opponents, officials, teammates, and one’s self.

    • Refrain from the use of insulting, embarrassing, foul, or abusive language.

    • Be a good role model.

    • Have the understanding, patience, and the capacity to work with children in the age group of the division.

    • Accountability for actions of the team (parents, players, coaches)

    • Responsible for understanding, complying with, and enforcing all little league rules, regulations, and policies.

    • Game preparations and related decisions.

    • Practice planning and game strategy.

    • Team communication (rules, schedules, league events, etc.).

    • Field preparation and cleanup including ensuring tarps are placed on Pitching mounds and Home Plate after last game of the day.

    • Ensure AED is in place.

    • Keeping the Field and Benches clean after game.

    • Return all issued equipment and uniforms at the end of the season in good and clean condition.

    • Put player safety and well-being first at all times

    • SafeSport or equal alternative coaching training certification.

    • Must be able to pass a background check

    • Must be willing to obtain or currently possess valid CPR certification

    • Must have valid driver’s license and vehicle insurance

    • Must be willing to collaborate with local youth serving agencies/organizations for efficiency of little league program.

2.  Responsibilities of Assistant Coaches

    • Skill instruction (pitching, hitting, fielding).

    • Teach and demonstrate good sportsmanship by respecting the rules, opponents, officials, teammates, and one’s self.

    • Practice Positive Coaching principles.

    • Refrain from the use of insulting, embarrassing, foul, or abusive language.

    • Be a good role model.

    • Have the understanding, patience, and the capacity to work with children in the age group of the division.

    • Attendance at mandatory coaching clinics, PCA, and AED Training. (Safe Sport)

    • Responsible for understanding, complying with, and enforcing all Little League rules, regulations, and policies.

    • Player Skills development training (ground balls, fly balls, batting practice).

    • Base coaching.

    • Field preparation and cleanup including ensuring tarps are placed on Pitching mounds and Home Plate after last game of the day.

    • Ensure AED is in place.

    • Keeping the Field and Benches clean after game.

    • Manage the team in the absence of the Team Manager.

    • Advise the Team Manager on game and practice strategy.

    • Assist the Team Manager where/when needed with team activities

    • Put player safety and well-being first at all times

    • SafeSport or equal alternative coaching training certification.

    • Must be able to pass a background check.

    • Must be willing to obtain or currently possess valid CPR certification

    • Must have valid driver’s license and vehicle insurance.

    • Must be willing to collaborate with local youth serving agencies/organizations for efficiency of little league program.

PROPOSAL COMPONENTS

The proposal must include the following:

1. Work Plan Summary: An outline summarizing the proposed Project consisting of tasks involved and proposed schedule for the season.

2. Statement of Qualifications: Contractor must submit a statement of all similar experience relevant to this RFP.

3. Budget: Submit a budget to include coach fees, umpire fees, supplies and equipment needed for general operations and maintenance of fields (not including lawn mowing).

Selection Process and Schedule:

  • Indian Preference. To the greatest extent permissible and feasible, the Tribe shall give preference in the award to qualified Indians, Indian Organizations, and Indian-Owned economic enterprises. (§ 2.502 Selection Method. Title XIV, Lac Courte Oreilles Procurement Policies and Procedures.)
  • The Tribal Governing Board will review or establish a committee to proposals. The top proposal will be referred by the committee for contracting with the LCO Tribal Government within 7 days of receiving proposals.
